Hailing from the Colony world of Commenor, Viktor Dralin was born to an upper class family with close ties to the political sphere of the Galactic Senate. Though Finis Valorum was yet to become Supreme Chancellor, Dralin was born in an age where the machinations of would-be Emperor Palpatine were already beginning to bear fruit. Mere weeks after Dralin was born, the legendary Katana fleet disappeared, one of many of Palpatine's manipulations that would come to have a far-reaching effect on the galaxy.

Dralin, along with his younger brother Reuben signed on for service in the Republic Judicial Department, both receving high ranked postings as a result of extensive diplomatic schooling through their early years. In their respective positions, Reuben developed a flair for leading others, while Viktor found prodigious talent in management of diverse resources. By the time of the Clone Wars, Viktor was head of an enforcement branch, where he had become extensively familiar with directing disparate groups of individuals, as well as acquiring a good deal of combat knowledge and experience. These would both serve him well when he became the joint head of a volunteer fleet helping to protect the borders between the Colonies and Mid Rim Territories.

His brother meanwhile, who had long since relocated to Corellia, decided to join C-Sec where he became the captain of an interdiction ship protecting Corellian territory. Though concerned over Reuben's new found committment to the Corellians, Viktor concluded they were nonetheless still on the same side, and said nothing further of it. With the declaration of the Empire came a change of course for Viktor, whose upbringing had not left him averse to the core idea of the Empire, even if he remained a 'liberal' by the vociferous standards of COMPNOR. A combination of experience from the battles of the Clone Wars and political savvy led Dralin to obtain command of a group of Victory-class Star Destroyers, fresh out of the shipyards, with the rank of Commadore. Though not himself a tactical mastermind, Dralin was very gifted when it came to using the skills of the captains under his command, and was able to use the advise he was given effectively, bringing his task group great success among the pirate bands and mercenaries that were his targets.

Viktor's relatively high placement with the Empire came into conflict with Reuben's Corellian ideals, and relations between the two brothers became strained after Reuben was awarded Corellian citizenship, though not before Reuben introduced Viktor to one Maria Starbreeze, a sensor officer aboard a Corellian cruiser. The two fell in love, and enjoyed a long relationship before it became strained by their respective careers, and the difficulties of maintaining such a relationship under such circumstances. The relationship ended far from amicably, though Viktor was nonetheless heartbroken to learn that she had perished many years later during the Corellian's conflict with the Stumbos Alliance.

Viktor maintained his position throughout the Galactic Civil War, enjoying some success against the Rebellion. His group was not selected for any involvement with the trap at Endor, and Dralin remained unaware of the existence of a second Death Star until after its destruction. Unfortunately for Dralin, the slow collapse of the Empire that began with the Emperor's first death coincided with the secession of Corellia to form the Corellian Empire. Viktor lost not only his own sense of purpose, but also his brother to the military of a state that was now technically an enemy of his own.

Under the leadership of Grand Admiral Thrawn however, Dralin's continued loyalty was rewarded and after the disastrous conclusion to the Thrawn campaign, Dralin was able to ride a wave of good will based on his military career and his skills as a diplomat, becoming Moff of the Chaysi Sector on the outskirts of Imperial space, with notable support from Gilad Pellaeon, shortly to become Supreme Commander of the Fleet.

During this time, Viktor met an Imperial government dignatary called Zophia Grentiss, a key figure in the gradual establishment of increased equality for all races and genders throughout the Imperial Remnant. A whirlwind romance quickly became a deep and committed relationship, and the two were married in 15ABY. Viktor was also finally able to rebuild his relationship with his brother around this time. Though he had decided to remain Corellian, Reuben had retired from the military after he was injured in the Corellian conflict with the Sangheili. The warming of relations between the two empires also allowed Reuben to develop support for good relations with the Empire his brother served. Reuben was given a place on a team of diplomats under the Corellian Empire's ambassador to the Imperial Remnant. In this role, Reuben and Viktor developed a strong professional relationship, as they rekindled their fraternal one.

When Admiral Darron Larcoon of the Empire of the Seven Suns decided he would defect to the Imperial Remnant, he used the ESS' alliance with the CE to find a suitable conduit to the Remnant. As both a diplomat, and the brother of a high ranking Imperial politician, Reuben Dralin immediately stood out. On meeting Larcoon, Reuben was happy to point him in the direction of his brother. Though initially cautious, Viktor agreed to a series of secret meetings with the ESS Admiral, eventually agreeing to assure Darron a place in the Remnant.

As a member of the Moff Council, Dralin remained an open-minded man, willing to accept change so long as benefitted Imperial society as a whole. Nonetheless, many saw his manner as gruff, and he was known to be stubborn and rather uncompromising on matters he felt passionately about. Though he never gave his full support to the conflict with the ESS, feeling that the New Republic could intervene more effectively if ever the ESS got out of hand, Dralin also believed that the Empire could not be seen to tolerate infractions against it. In private sessions, Dralin condemned what he deemed the development of a personal vendetta in Admiral Marcus Pitto, but admired the man's command ability and loyalty to the Empire.

Viktor and Zophia have a son, Alex Dralin, born in 14ABY.
